..."three empires plucked up"...

 (1) Islamic conquest of Persia (633–651) led to the end of the Sassanid Empire, i.e.; one head of the beast.
(2) Babylon, a second head of the beast, remained a province of the conquered Persian Empire for nine centuries, until around 650 AD.
(3) Greece, a third head, was part of the Ottoman Empire from the 14th century,  until its declaration of independence in 1821.

Dan 7:8 I considered the (ten) horns, and, behold, there came up, (in 616 AD), among them (an eleventh), another little horn, (Islam), before whom there were, (had been), three of the first (ten) horns, (1: The Undivided Empire: under Diocletian: [until 305AD]; 2: Western Roman Empire: until 476 AD]; 3: Eastern Roman-Byzantine Empire, [until 1453 AD]), and (Islam) plucked up by the roots (the last remaining of these three, the Eastern Roman Orthodox Christian Byzantine Empire, which fell at the hands of the Ottoman Empire): and, behold, in this horn were eyes like the eyes of man, (the seer, the Prophet Mohammed: [Rev 6:1-8]), and a mouth, (The Koran), speaking great things: [Rev 13:6].

Dan 7:11  I beheld then because of the voice of (Mohammed: [Rev 6:2]), the great words (from the Koran: [Rev 6:4]), which the (eleventh) horn, (Islam: [Rev 6:1-8]), spake: I beheld even till (the Eastern Roman Empire), the beast (of the Byzantine Roman Empire, in 1453 AD: [Rev 6:5-6]), was slain, (that is, when Rome had become Christian and Paganism had been outlawed, in 380AD), and his (remaining) body, (this Orthodox Christian Byzantine Empire), destroyed, and given to the burning flame (at the hands of the Ottoman Empire in 1453AD).

Dan 7:12 (Ignoring the Roman Empire for the moment), As concerning the rest of the beasts, (three of these four great beasts, the Babylon Empire: [a province of the Persian Empire for nine centuries, until around 650 AD, the Islamic conquest], the Persia-Mede Empire: [the Islamic conquest, 633–651AD]], Greek: [the Islamic conquest,1453-1922AD]), they had their dominion taken away (by the Ottoman, Islamic, conversion and political appropriation): yet their lives were prolonged for a season, (@225 years), and time, (1000 years, until 1922, the end of Ottoman Empire: [650 AD-1922AD])

Dan 7:13 I saw in the night visions, (as recorded by the historian, Ebusius, in regard to the Cross in the sky which had converted Emperor Constantine to Christianity in 313AD), and, behold, one like the Son of man came with the clouds of heaven: [Matthew 24:30], and came (to the one on the throne), to the Ancient of days, (the Word: [John 1:1]),  and they, (the four Gospel: [Rev 7:1]), be brought him, (the canonized NewTestament: [382AD]), near before him.

Dan 7:14 And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion: [Rev 4:8-11], which shall not pass away, and his kingdom that which shall not be destroyed:  [Dan 2:44-45].

Dan 7:15 I Daniel was grieved in my spirit in the midst of my body, and the visions of my head troubled me.

Dan 7:16 I came near unto (an elder: [Rev 4:4]) one of them (24: [Rev 4:4) that stood by, and asked him, (the elder), the truth of all this. So he, (the elder), told me, and made me know the interpretation of the things.

Dan 7:17 These great beasts (which arise out of the sea of the peoples in the Western World: [Dan 7: 2,3]), which are four (empires), are (also symbolic of), four kings, which shall arise out of the earth.

Dan 7:18 But the
(Christian) saints of the most High shall take the kingdom (first, for one thousand years, during the Dark Age of Christian monasticism), and (yet), possess the kingdom for ever, (thereafter), even for ever and ever.

Dan 7:19 Then I would know the truth of the fourth beast, (the Roman Empire), which was diverse from all the others, exceeding dreadful, whose teeth were of (short) iron (swords), and his nails of brass, (the ten toes of Western Culture, composed like the alloy of copper and zinc, secular and religious); which devoured (all Europe), brake in (two) pieces (of Constantinople and Rome), and stamped the residue with his feet (of denominational religious Nationalism);

Dan 7:20 And of the ten horns, (kingdoms), that were in his head, (the Roman Empire of Western Europe), and of the other, (the eleventh horn), which came up, and before whom three (heads: [Dan 7:12]) fell, (Babylon, [Iraq], and Persia/Mede, [Iran],, Greece); even of that horn, (Islam), that had eyes (of the seer Mohammed: [Rev 6:1-2]), and a mouth (of the False Prophet in its Koran: [Rev 16:13]) that spake very great things (of Heaven and Hell), whose look, (as the Last Prophet) was more stout than his fellows, (the Bible Prophets).
